Input from community members is a crucially important part of San Joaquin County’s update of its Development Title which includes regulations for zoning and subdivision controls and other regulations related to infrastructure, services, and fees to implement the County’s 2035 General Plan.

After gathering public input about the issues and opportunities downtown, the DSASP planning team has developed a few concept plans with distinctive visions that could be used to address them. Through discussion and interaction with maps, images, and other activities, the workshop will provide an opportunity to pick and choose key components and strategies, evaluate trade-offs, and shape the final concept that will form the basis of the plan update.

Kickoff meeting for Technical Advisory Committee (TAC) members, who provide technical expertise and feedback.

Following the initial community workshops,  and other outreach efforts designed to garner community input on issues and opportunities, a set of three alternatives will be prepared that represent different approaches that could be taken to addressing the issues and opportunities identified.  The alternatives will focus on options for land use mix, circulation/connectivity, and design and will be the focus for a second round of community outreach, including an interactive online survey, community workshop and pop up outreach events.  The TAC will be engaged as the alternatives are being developed in order to vet the alternatives before they are presented to the community.

Now, the City of Santa Rosa is updating the Plan to explore options for addressing the community’s unmet housing needs and achieving the vision for downtown. As the project kicks off, we need your input on issues and opportunities as well as strategies for addressing them.

Downtown Station Area Specific Plan Update –
Preservation Districts

In 2007, Santa Rosa’s City Council adopted the Downtown Station Area Specific Plan, which as part of its 20-year vision, included development of more than 3,400 new downtown residential units and nearly 500,000 square feet of non-residential development.  Presently, midway through the planning period, the City’s vision for a vibrant, transit-oriented downtown has fallen short.  In response, the City of Santa Rosa has initiated an update to the Specific Plan which will analyze and make recommendations to land use policy, infrastructure needs, connectivity, neighborhood compatibility, and urban form, with the objective of encouraging and supporting residential, commercial, and civic development downtown. 

The plan update has the potential to affect the City’s historic preservation districts that are within or adjacent to the downtown planning area.  At 6:00 pm on Thursday, April 18, 2019, the City will host a neighborhood meeting at the DeTurk Round Barn, 819 Donahue Street.  The purpose of the meeting will be to introduce the Specific Plan update and gather feedback from residents of the West End, Cherry Street, St. Rose, Olive Street, and Ridgway Preservation Districts.  City staff will be present to answer questions about the plan update process and to record comments and considerations from the community.

The City of Santa Rosa is updating the Downtown Station Area Specific Plan. The City is interested in community input regarding the existing Santa Rosa Corridor Plan and how it might change as a result of the Specific Plan update.

Meeting purpose:

• Outline the context of the plan update and discuss the role and responsibilities of the CAC

• Discuss the engagement strategy

• Introduce and brainstorm on engagement tools and venues

• Determine next steps for outreach.

On January 17, 2019, the Design Review Board will hold a joint study session with the Cultural Heritage Board regarding the project scope and visioning for the Downtown Station Area Specific Plan Update.  The study session will be held at or after 4:30 p.m. in the City Council Chambers at 100 Santa Rosa Avenue.  

Prior to the joint study session, City staff will lead a walking tour of the area beginning at 2:30 p.m.  The walking tour, which will begin and end at City Hall, will take approximately 90 minutes, and will hit key points throughout the Specific Plan area.

The City Council will consider a report item for the Community Engagement Strategy for the Downtown Station Area Specific Plan Update project.  

The Community Engagement Strategy will outline the proposed outreach and engagement methods for the Specific Plan Update project. The Council will also be asked to considering waiving Council Policy 000-006 regarding appointments to Boards/Commissions/Committees, to allow a more expedited process for forming the Community Advisory Committee (CAC) for the project.  The purpose of the CAC, which will be comprised of various members of the community, is to be ambassadors for the project and to help the project team reach out to the broader community.
